Jon Shattuck’s journey to becoming BKF’s Business Sector Leader for Land Surveying was anything but traditional. Starting as an engineer, he found himself immersed in surveying, which quickly became a career. A Fresno native, Jon treated college like a trade school, working while earning dual degrees from California State, Fresno. His love for problem-solving and building things, including Lego creations that he still enjoys today with his son, has driven his career.
For Jon, the most rewarding part of his work isn’t just the projects themselves—it’s the people. He believes great teams create great outcomes, and leading a strong, trusted group is what makes every project a success. Time is one of the biggest challenges in his fast-paced role, but he’s learned the power of saying no to protect both the quality of work and his time with family.
Among the many projects he’s contributed to, the Thunder Valley Venue Project stands out as a career highlight. The concert venue was a project he was deeply involved in from the start. Now, visiting it with family and seeing others enjoy the space fills him with pride.
Throughout his career, Jon has had incredible mentors at BKF, both in the Sacramento office and company-wide, who have championed his growth. He credits much of his success to the leadership that supported him along the way—and to his wife, Liz, who keeps him grounded.
From surveying major projects across California to balancing work and family, Jon’s career is a testament to hard work, trust, and the impact of a great team.
A rendering example of the proposed work to be completed for the 8th Street Corridor Improvement project.
BKF has been selected by the City of Oakland to provide civil engineering and transportation services for the 8th Street Corridor Improvement project. The project proposes to prevent pedestrian collisions on a high-injury corridor along 8th Street by protecting pedestrians at the 8th Street and Harrison Street intersection, where there has been the greatest number of severe and fatal crashes along the corridor, by adding a new pedestrian scramble and floating curb extensions. Additionally, the project will expand intersection safety for pedestrians on 8th Street at Webster Street and Franklin Street by adding floating curb extensions to the existing pedestrian scrambles.
The City also is concerned with protecting both pedestrians and bicyclists through intersections with bike facilities by either adding paint-and-post protected intersections or by upgrading existing paint-and-post protected intersections and improving ADA accessibility along the corridor. The corridor improvement project will also consist of new and updated traffic signals, bike lane upgrades, new and upgraded pedestrian lighting, expanding bus layover zones and transit stop amenities, sidewalk amenities, improved wayfinding signage, and traffic calming measures. The design efforts will address long-standing conflicts and safety issues through corridor safety improvements in alignment with City plans and community priorities.
Corridor Improvements for the Community
The City of Oakland is the county seat for the County of Alameda and the most populous city in Alameda County. Oakland is approximately 78 square miles and serves a population of over 400,000 people. Through this corridor improvement project, the City hopes to improve transportation choices with improved access to transit and transit reliability, and to ultimately improve access to jobs, education, and needed services, especially to historically underrepresented and low-income communities. For this corridor improvement project, the City will continue to have a robust engagement with community and partner agency stakeholders, focusing primarily on engaging with residents, especially low-income residents, key community stakeholders, seniors, people with disabilities, local businesses, transit riders and with the two primary transit providers in the area, AC Transit and BART.
The Corridor Improvements Team
BKF is excited to support the City on this project. BKF’s expertise with complete streets corridor projects and with the City of Oakland in particular, make us uniquely qualified to ensure a seamlessly integrated project. BKF has completed over 1,200 transportation projects since 2000, 60 of which have been within the City of Oakland. This includes such projects as the LAMMPs Phase 1 project, the 14th Street Safe Routes in the City project, the Fruitvale Alive! project, the roadway design improvements near Donohoe Street, and various pavement rehabilitation projects. BKF’s completed projects are a testament of our commitment to improve pedestrian and bicycle safety and connectivity throughout the City and improve access to transit services by BART and AC Transit.
Supporting BKF in this endeavor will be a team of highly qualified and skilled subconsultants. Fehr & Peers will be providing traffic support, YEI Engineering will be providing electrical and lighting support, Cupples Keller Designs will be providing landscape architecture and public outreach, John A Martin & Associates will be providing structural engineering support, Aliquot will be providing utility coordination support, Parikh Consultants will be the geotechnical lead, and Geronimo will be providing stormwater & hydrology support. BKF has strong and extensive working relationships with the firms listed and is privileged to be working with them once more on such a monumental project.
As BKF’s Business Sector Leader for Land Development, Patrick Chan has built his career around empowering his team, driving growth, and making a meaningful impact on the communities BKF serves. His journey with BKF started 20 years ago when he landed an internship. Over the years, Patrick has moved from hands-on technical / project work to a leadership role where he now focuses on operations, resources, executing growth strategies, and ensuring his team has the tools they need to succeed.
Patrick’s love for problem-solving and collaboration has shaped his leadership style. He’s deeply invested in the success of his team, believing that helping others grow in their careers is a key measure of success. Whether it’s walking the office floor, checking in on team members, or helping tackle project challenges, Patrick thrives on being involved and offering support where it’s needed.
One of the standout moments of his career was working on the City of San Jose’s first permanent supportive housing project with PATH (People Assisting the Homeless). This groundbreaking project provided housing and essential services to individuals experiencing or at risk of homelessness — a project that had a direct and powerful impact on the community. Being part of something that tangibly changed lives is a reminder of why Patrick is passionate about the work he does.
Outside of work, Patrick is an avid traveler, adventure-seeker, and proud dog dad. He values the time he spends with his partner, family, and friends, and believes that relationships have been the key to his success. His is driven by a desire to see those around him succeed, and he remains focused on fostering a supportive, empowering culture at BKF.
With over 20 years of experience in strategic client management, transportation engineering, and water resources solutions, Colin brings a deep understanding of client-focused service delivery. He will play a key role in enhancing collaboration, driving integrated solutions, and ensuring BKF continues to meet the evolving needs of our clients across infrastructure sectors.

BKF Engineers (BKF), a recognized leader in civil engineering and flood control design, is proud to announce its selection by the San Bernardino County Flood Control District (District) to lead the design of the Bandicoot Basin project. This vital infrastructure initiative will enhance flood protection and stormwater management in the region.
The District operates and maintains over 3,000 flood control facilities, including channels, basins, storm drains, dams, and levees. As part of its ongoing efforts to improve water management and mitigate flood risks, the District has engaged BKF to provide comprehensive design services for Bandicoot Basin.
The project will address key design elements and critical challenges, including:
Detailed Sediment Yield Analysis – Ensuring the basin’s efficiency in sediment capture and flood mitigation.
DSOD Permit Processing – Coordinating with the California Division of Safety of Dams (DSOD) to ensure compliance with regulatory requirements.
Design Project Approach
The design process will be executed in multiple phases, beginning with preliminary design and baseline studies. This initial phase will include:
Comprehensive alternatives analysis for selecting the optimal design solution.
Geotechnical investigations to assess soil conditions and structural integrity.
Utility research to identify potential conflicts and necessary relocations.
Evaluation of upstream and downstream drainage facility conditions to ensure seamless integration with existing infrastructure.
